DG ENERGY (PTY) LTD: NOTICE OF AN ENVIRONMENTAL AUTHORISATON APPLICATION FOR THE PROPOSED DEVELOPMENT OF THE ROOIWAL SOLAR ENERGY FACILITY IN PRETORIA NORTH, CITY OF TSHWANE METROPOLITAN MUNICIPALITY, GAUTENG PROVINCE
This advertisement gives notice to potential Interested and Affected Parties (I&APs) about where information can be obtained in respect of the Environmental Authorisation (EA) application, as well as the opportunity for I&APs to comment on the draft Scoping Report.
BACKGROUND TO THE PROJECT
DG Energy (Pty) Ltd (DG Energy), who provides sustainable energy technologies and works largely with the automotive industry, proposes the development of the Rooiwal Solar Energy Facility (SEF) to provide renewable energy to the Rosslyn Automotive hub. The proposed Rooiwal SEF is expected to generate up to 225 megawatts of electricity, with a total development footprint of 292 hectares. A proposed substation will connect the proposed Rooiwal SEF with an existing 132 kilovolt powerline to the existing Rooiwal Substation.
LOCATION OF THE PROJECT
The proposed Rooiwal SEF is located north of Pretoria on Portions 30, 34, 35, 36 and 37 of the farm Rooiwal no. 270 and Portion 222 of the farm Honingnestkrans no. 269, within the City of Tshwane Metropolitan Municipality (COTMM) of the Gauteng Province. The proposed Rooiwal SEF project area is located within close proximity to the Rooiwal Substation.
LEGISLATIVE REQUIREMENTS
Procedure applied to the application
The proposed development of the Rooiwal SEF will trigger the Scoping and Environmental Impact Assessment (S&EIA) authorisation process in accordance with the National Environmental Management Act, 1998 (NEMA) and the NEMA Environmental Impact Assessment Regulations, 2014 (GN R982, as amended).
Applications submitted to competent authority
The application for an EA will be submitted to the Department of Forestry, Fisheries and the Environment (DFFE) on 24 April 2025.
Listed activities applied to the application
The listed activities to be applied for include:
- NEMA Listing Notice 1 (GN R983, as amended), Activities 11, 12, 28 and 56.
- NEMA Listing Notice 2 (GN 984, as amended), Activities 1 and 15.
- NEMA Listing Notice 3 (GN 985, as amended), Activities 10, 12, 14 and 18.
PUBLIC PARTICIPATION
South Africans have a right to be informed about potential decisions that may affect them and to be afforded an opportunity to influence those decisions. This advertisement forms part of a Public Participation Process as part of the project. It describes the various components of the project to enable I&APs to get a better understanding of the potential environmental and social impacts that could be expected from the proposed project. It also outlines the process and the opportunities for the public to become involved during the study.

Availability of the draft Scoping Report
The draft Scoping Report will be made available to the public for review for a period of 30 days from 24 April 2025 to 27 May 2025 at public viewing stations to be confirmed upon delivery, and on the Shangoni’s website (www.shangoni.co.za).
