SERITI POWER (PTY) LTD: ARNOT COLLIERY
NOTICE OF APPLICATION FOR ENVIRONMENTAL AUHORISATION, WASTE MANAGEMENT LICENSE AND REVIEW PERIOD OF THE DRAFT SCOPING REPORT FOR ARNOT COLLIERY WITHIN THE STEVE TSHWETE LOCAL MUNICIPALITY, MPUMALANGA PROVINCE
Notice is given in terms of Regulation 21 and 24 of the Environmental Impact Assessment (EIA) Regulations, 2014, as amended, promulgated under the National Environmental Management Act, 1998 (Act No.107 of 1998) (NEMA), and the National Environmental Management Waste Act, 2008 (Act No.59 of 2008) (NEM:WA), for applications for Environmental Authorisation (EA) and Waste Management Licence (WML) for the Arnot Colliery Project.

Applicant: Seriti Power (Pty) Ltd (“Seriti”)
Purpose: All Interested and Affected Parties (I&APs) are hereby notified of the above application; availability and access to draft Scoping Report (SR). Furthermore, I&APs are afforded an opportunity to submit comments on the application and report.
BACKGROUND TO THE PROJECT
Arnot Colliery is the holder of the converted Mining Right (Reference No: MP 30/5/1/2/2/410 MR). The mine was constructed in the early 1970’s to supply coal to the Arnot Power Station. Mining ceased in 1992, followed by backfilling and rehabilitation. Seriti renewed the existing Mining Right and intends to mine 4Seam (S4L&S4UA), 2Seam and 1Seam through opencast and underground mining methods. Arnot Colliery is located on Remaining Extent (RE), Portion 1 and 2 of Braamspruit 465 JS; RE of Arnot West 983 JS; Portion 15 and a portion of Portion 10 of Tweefontein 458 JS, approximately 30 km southeast of Middleburg and 26 km north of Hendrina within Steve Tshwete Local Municipality, Nkangala District Municipality in the Mpumalanga Province.
LEGISLATIVE REQUIREMENTS
Based on environmental sensitivities the Project’s activities the following application is being undertaken:
- An integrated Scoping and EIA in terms of the NEMA and NEM:WA:
- For the authorisation of listed activities contained in GNR 983, GNR 984 and GNR 985 of 4 December 2014, as amended, published in terms of Sections 24(2), 24 (5), 24D, 44 and 47(A) (1)(b) of the NEMA. Listed Activities applied for include:
- GNR 983 Listing Notice 1 Activity 9, 10, 11, 12, 14, 19, 21D, 24 and 25.
- GNR 984 Listing Notice 2 Activity 6, 15 and 17.
- GNR 985 Listing Notice 3 Activity 4, 10, 12, 14 and 18.
- For the authorisation of listed waste management activities contain in GNR 921 of 29 November 2013, as amended, published in terms of Section 19(2) of the NEM:WA. Listed waste management activities applied for include:
- Category B, Waste Management Activity 10 and 11.
APPLICATION STATUS
An application for an environmental authorisation (EA) was previously submitted on 30 August 2023 to the Competent Authority, the DMPR. However, the DMPR advised that the application for EA be postponed until the issuing of the Mining Right renewal. The Mining Right renewal was granted by the DMPR in November 2024. Therefore, a new EA Application Form will be submitted with the Draft Scoping Report (DSR) to the DMPR in July 2025.
REGISTRATION AS AN I&AP
People have a right to be informed about activities and potential impacts that may affect them and to be afforded the opportunity to participate in and influence the decisions and outcomes of the proposed project. To register as an I&AP of this project, or to obtain more information or submit comments, please request a Registration Form from Shangoni and return it together with any comments to Shangoni by no later than 05 August 2025 at the details provided below.
AVAILABILITY OF THE DRAFT REPORT
The DSR is available to the public for review for a period of thirty (30) days, from 07 July 2025 – 05 August 2025. A hard copy of the mentioned report is available at the Arnot Pump Station (25°54’0.36″S; 29°39’49.66″E). A register and comment sheet will accompany the hard copy at the public viewing station. Please complete the register after reviewing the report. Alternatively, submit your comments by e-mail or fax to Shangoni (details provided below) by no later than 05 August 2025 for the DSR. An electronic copy of the DSR will also be posted on Shangoni’s website (www.shangoni.co.za) for public comment for the same period as stated above.
