MINE HEALTH AND SAFETY REGULATIONS AMENDMENTS PERTAINING TO FORMS

Minister of Mineral Resources amended the Mine Health and Safety Regulations (GN R93 in GG 17725 of 15 January 1997) by addition of regulations pertaining to the following:
1. 8.11 – Lifts; and
2. 8.12 – Chairlifts.
Specific requirements have been specified pertaining to (amongst others) supervision by a competent person, particulars to be sent to the Principal Inspector, construction and installation of lifts and chairlifts, the testing/ examining thereof, operation and emergency preparedness.
In GN R893 the Minister of Mineral Resources published a schedule that amends chapter 21 of the Mine Health and Safety Regulations, dealing with forms. Forms for Lifts (DMR 289) and Chairlifts (DMR 299) have now been added to this chapter. The DMR 289 form is to be used to submit information to the Principal Inspector pertaining to the lift prior to the commencement of:
• its installation;
• major modifications to the lift as defined in the relevant standard referred to in regulation 8.11.5; or
• its decommissioning, either after having been extended, relocated or not being used for a continuous period of six (6) months.
The DMR 299 form is to be used to submit information to the Principal Inspector pertaining to every chairlift prior to commencement of:
• its installation;
• major modifications (as defined in SANS 273:2007 Edition 1 “The design, construction, maintenance and safe operation of chairlifts in mines”) to it; or
• its recommissioning, either after having been extended, relocated or not being used for a continuous period of six (6) months.
In addition to the above, GN R896 was published, containing Regulations relating to lifts and chairlifts.
So what for my operation?
If your organisation is a mine and makes use of lifts or chairlifts, it must be ensured that the Principal Inspector is notified of the prescribed forms when required by the amended Mine Health and Safety Regulations and that chapters 8.11 and 8.12 are adhered to.
