The Minister of Transport, in terms of section 66(1) of the RSA, approved the new Safety Permit Fee Model, 2026 for implementation.
The Model would be used to determine the annual safety permit fees for the Railway Safety Regulator (“RSR”). The Model will be implemented by the RSR with effect from the 2026/2027 Financial Year.
The implementation arrangements include:
- A migration plan will be implemented with effect from the 2026/27 financial year, being the first year of operation of the New Safety Permit Fee Model. The RSR will communicate directly with each affected operator to confirm their phase-in status, the applicable fee for the first year, and the schedule of transition to the full model fee. Operators who are not selected for phase-in will be invoiced at the full model-calculated fee from the outset.
- The RSR will establish a dedicated support mechanism to assist operators during the transition, including the provision of detailed fee calculations, clarification of data requirements, and guidance on the appeals process for operators who believe their fee has been incorrectly calculated.
- The RSR will also conduct a review of the migration plan at the end of each financial year to assess its effectiveness and recommend any necessary adjustments to the Department of Transport.
