The Minister of Forestry, Fisheries and the Environment, published a notice to provide clarity on the transitional arrangements in respect of the transition from the existing Pollution Prevention Plan (“PPP”) Regulations, GNR 712 of 21 July 2017 published under the NEMAQA to the Carbon Budget and Mitigation Plan Regulations to be published under the CCA for the subsequent PPP (now referred to as Mitigation Plans), commitment period 2026-2030.
The notice clarifies administrative procedures to deal with allocation of PPPs beyond 31 December 2025, and to formally communicate the transitional arrangements leading to the implementation of the forthcoming Carbon Budget and Mitigation Plan Regulations under the CCA.
Stakeholders are advised that PPPs for the next commitment period (2026-2030) will only be submitted or processed upon finalisation and publication of the new Carbon Budget and Mitigation Plan Regulations.
