DRAFT AMENDMENTS TO LISTED WASTE MANAGEMENT ACTIVITIES
Title: Amendment of the list of waste management activities that have, or are likely to have, a detrimental effect on the environment

Specific amendments to the existing listed waste management activities are proposed. These include the deletion of the following activity in Category A: The sorting, shredding, grinding, crushing, screening or bailing of general waste at a facility that has an operational area in excess of 1000 m2.
Category C of the listed activities lists activities that do not require a waste management licence, but must only adhere to specific norms and standards as follow:
(a) Norms and Standards for Storage of Waste, 2013; or
(b) Standards for Extraction, Flaring or Recovery of Landfill Gas, 2013; or
(c) Standards for Scrapping or Recovery of Motor Vehicles, 2013.
It is now proposed to include Norms and Standards for the Sorting, Shredding, Grinding, Crushing, Screening or Bailing of General Waste, 2017 in the above list. Furthermore, the following activity is proposed to be included in category C: The sorting, shredding, grinding, crushing, screening or bailing of general waste.
Members of the public are invited to submit to the Minister, within 60 days of publication of this notice in the Gazette, written representations on or objections to the addresses specified in the notice.
So what for my operation?
The effect of the finalisation of these amendments would be that no waste management licence will be required for the sorting, shredding, grinding, crushing, screening or bailing of general waste at a facility that has an operational area in excess of 1000 m2, but only compliance to the Norms and Standards for the Sorting, Shredding, Grinding, Crushing, Screening or Bailing of General Waste, 2017.
A person who lawfully conducts the waste management activity named sorting, shredding, grinding, crushing, screening or bailing of general waste at a facility that has an operational area in excess of 1000 m2, that is no longer listed in Category A but listed in Category C of this Schedule, on the date of coming into effect of this Notice, must continue with the waste management activity for the duration stipulated in the waste management licence until the expiry date of the waste management licence where after such a person must comply with the Norms and Standards for the Sorting, Shredding, Grinding, Crushing, Screening or Bailing of General Waste, 2017. A person who submitted an application for a waste management licence for this listed waste management activity in Category A of the Waste Management Activities List and a decision is still pending on the date of coming into operation of this Notice, must consider such an application withdrawn and such a person must comply with the Norms and Standards for the Sorting, Shredding, Grinding, Crushing, Screening or Bailing of General Waste, 2017.
