NATIONAL ENVIRONMENTAL MANAGEMENT: WASTE ACT 59 OF 2008: NATIONAL HOUSEHOLD HAZARDOUS WASTE MANAGEMENT STRATEGY
Notice Title: National Environmental Management: Waste Act 59 of 2008 (“NEMWA”): National Household Hazardous Waste Management Strategy
Government Notice: GN 4583 in GG 50411 on 28 March 2024
Commencing date: 28 March 2024
The Minister of Forestry, Fisheries and the Environment, published the National Household Hazardous Waste Management Strategy for implementation.
The document describes a proposed strategic governance model for collecting and managing household hazardous waste (“HHW”) in South Africa on a municipal level. The model presented in this report has been developed by Sweco on behalf of the Swedish Environment Protection Agency (“SEPA”), in collaboration with the South African Department of Forestry, Fisheries and the Environment (“DFFE”).
Parallel to the strategic governance model three other reports have been developed, covering the following topics:
- Household hazardous waste in South Africa – Baseline report (Sweco, 2022a)
- Lessons learned – A follow up of the pilot collection scheme for household hazardous waste in Buffalo City Metropolitan Municipality and experiences from other frontrunners in collection of household hazardous waste in South Africa. (Sweco, 2022b)
- Legislation – Identification and analysis of relevant legislation on household hazardous waste in South Africa. (Sweco, 2022c)
The objective of the report is to describe a strategic governance model with recommendations for managing HHW at the municipal government level. The document is intended to be a basis for municipalities to build upon for introducing collection of HHW. Municipal governments may use the model as a starting point and do further work to adapt and design a local strategy based on specific local conditions.
