The Minister of Forestry, Fisheries and the Environment (“the Minister”) published the White Paper on Conservation and Sustainable Use of South Africa’s Biodiversity, 2023 for implementation.
The White Paper provides an overarching framework to inform policies, legislation and practices involving biodiversity within terrestrial, aquatic, and marine ecosystems, managed by the state, and within communal and on privately-owned land. This includes biodiversity in natural as well as in controlled environments.
The White Paper provides policy certainty and guidance in the conservation, sustainable use, and fair and equitable access and benefit sharing of South Africa’s biodiversity, in order to contribute to the transformation of society, the well-being of people and nature, and to the prosperity of society.

How to ensure compliance at my operations?
The responsibility to give effect to the intent of the White Paper rests with a range of stakeholders, including, but not limited to, the state, traditional leaders, traditional health practitioners and communities, private landowners, industry, academia non-government organisations, and civil society.
