The Department of Employment and Labour (‘DEL”) has witnessed a significant increase in the installation of electricity generating wind turbines in areas of the Northern, Eastern and Western Cape regions. Lifts are being installed inside these wind turbine towers for the transportation of maintenance personnel to the top station of these towers. There is currently no standard for these specific lifts.

The DEL compiled the Code of Practice for Lifts inside Wind Turbines (“the COP”) to provide guidance to standardise the safe installation, operation and maintenance of these type of lifts. In addition, to provide guidance with regards to the minimum safety functions and requirements that must be adhered to with respect to such lift installations, its operation and maintenance thereof. The COP is not a technical design manual.

How to ensure compliance at my operations?

The COP applies to the following types of lifts:

  • Rack and pinion type
  • Winch type
  • ladder or cable guided

Any person responsible for the installation, operation and/or maintenance of these types of lifts inside wind turbines must take note of the COP.
